UAD 3.6 takes effect today as rates hold at 7.28%

New GSE appraisal reports must use the redesigned URAR starting today, while Bankrate's 30-year sits at 7.28% for a fifth straight reading ahead of Friday's jobs report.

Monday is quiet on the mortgage news front, and the change that reaches your desk today is a mandate, not a headline. Starting November 2, new appraisal reports submitted to the Uniform Collateral Data Portal for Fannie Mae and Freddie Mac loans must use UAD 3.6 and the redesigned URAR. The two GSEs' September 30 notice says the November 2 mandate "is not changing." Sellers that obtained a one-time policy exception may keep submitting new UAD 2.6 reports through May 19, 2027, and resubmissions through June 27, 2027, but from March 1 those 2.6 reports get reduced functionality in Loan Collateral Advisor and Collateral Underwriter. Only sellers that deliver to the GSEs request that exception, and an aggregator that buys from third-party originators must either make sure every originator submits UAD 3.6 or request the exception itself. A broker-focused piece in MPA adds two working details: the mandate follows the report's first UCDP submission date, not the application date, and a report first submitted in UAD 2.6 stays in 2.6 when it is revised.

The weekend left rates where Friday put them. Bankrate's 30-year fixed reads 7.28% for a fifth straight reading, and the 10-year Treasury is trading near 4.89% today after closing Friday at 4.94%. Freddie Mac's PMMS, a different weekly survey, printed 7.24% last Thursday, and the fed funds rate reads 3.88%. On a $400,000 loan, 7.28% is about $2,737 a month in principal and interest.

The credit-score story kept moving over the weekend. National Mortgage Professional reports that UWM is extending VantageScore eligibility to select non-agency loans, covering jumbo, bank statement, investor and home equity products where minimum credit-score requirements still apply. The same outlet reports that VantageScore named Anthony Hutchinson interim president and CEO after the departure of Silvio Tavares. Saturday's brief noted Scotsman Guide's report that Fannie Mae and Freddie Mac's quarterly filings showed FICO losing share to VantageScore in the third quarter; today's items carry that choice past agency loans at one large wholesaler. Separately, National Mortgage Professional reports that Dark Matter Technologies is acquiring House Numbers, an AI platform it describes as able to work loan conditions and communicate with borrowers.

The week's calendar builds toward Friday. Tuesday, November 3, is Election Day, and Inman's preview lists housing measures on several state ballots, including a Florida property tax cut and California and Massachusetts measures on financing and zoning. Treasury's quarterly refunding is Wednesday, November 4. Weekly jobless claims and the next PMMS land Thursday, November 5, and the October jobs report arrives Friday, November 6; the September report showed payrolls up 29,000 and unemployment at 4.2%. The CPI window runs November 10 through 15, and the next FOMC meeting is December 8-9 and carries a dot plot.

Things you may have missed this week: ATTOM data reported by MPA shows the zombie foreclosure rate eased to 3%, though abandoned zombie properties rose across 29 states. Inman reports the commission settlement fund accounts hold $711 million while claim payouts wait, and earned about $17.7 million in interest in the first nine months of 2026. Scotsman Guide ran a look at when a jumbo ARM makes more sense than a 30-year fixed, weighing upfront savings against the expected loan term. For a quick recap of the last three days: rates settled at their October low, Dallas Fed President Lorie Logan said at least two more quarter-point hikes are needed, and the NMLS annual renewal window opened November 1. Feedback on FHA's draft Minimum Property Requirements and the CSBS SAFE MLO test job analysis survey both close Friday, November 6.

for every file with an appraisal ordered but not yet delivered, confirm in writing with the lender which appraisal format it accepts and whether it holds a UAD 2.6 exception.
