Rates are quiet today, with Bankrate's 30-year at 7.28% for a fifth straight reading, so the marketing hook this week is a dated change rather than a rate move. Starting November 2, new appraisal reports submitted to the Uniform Collateral Data Portal for Fannie Mae and Freddie Mac loans must use UAD 3.6 and the redesigned URAR, according to the two GSEs' September 30 notice. Sellers that obtained a one-time policy exception may keep submitting new UAD 2.6 reports through May 19, 2027. MPA, in a piece written for brokers, adds that the mandate follows the report's first UCDP submission date, not the application date. A short note that explains the change in plain English gives you a useful, timely reason to reach out to your agent partners.
Rate context: 7.28% is the bottom of Bankrate's 30-day range of 7.28% to 7.57%, but 61 bps above the 90-day low of 6.67%. For buyers already under contract or pre-approved, that means today's payment is about $79 a month lower on a $400,000 loan than at the October 12 high. For past clients who closed at 7.75% or higher, the gap to today's rate is about $129 a month on $400,000, which is enough for a quiet payment check but not a broad refinance push.
Tactical move: send each active agent partner a three-line email today. Line one says the new appraisal format is mandatory for new GSE reports as of November 2. Line two says what does not change for their buyers: the appraisal still has to support the price, and a file whose report was first submitted before the mandate stays in the older format when it is revised. Line three offers a five-minute call to walk through any file they have in escrow. Keep rates out of it; the value is that you explained something before they had to ask.
send that three-line UAD 3.6 note to every agent who referred you a deal in the last 12 months.
