The Section 184 Skilled Workers Demonstration Program goes from no upfront fee to 1.00%, and the annual guarantee fee stays at zero for every Section 184 loan. HUD's stated reason is keeping the program self-sustaining. On a $300,000 loan, the upfront fee moves from $3,000 to $4,500. Separately, VA says it lowered the Native American Direct Loan rate to 2.47% as of October 1 for Veterans buying on tribal lands.
Yesterday's edition followed the long-bond selloff that pushed Bankrate's 30-year to 7.55%. It has eased a touch since: Bankrate's conventional 30-year reads 7.52% this morning, the same as Tuesday and 3 hundredths below Monday, still at the top of its 90-day range of 6.57% to 7.55%. Treasury's daily curve closed the 10-year at 5.27% Tuesday, down from 5.31% Monday, and it is trading near 5.35% early this morning, so Tuesday's relief is already being tested.
The credit-score story keeps moving. A day after Pennymac took VantageScore 4.0 across every channel, HousingWire reports UWM will now obtain both FICO and VantageScore on every credit pull and automatically use the better result. Two reads on what the rate backdrop is doing to the business: Scotsman Guide reports September lock volumes fell sharply as Treasury volatility pushed mortgage rates to multi-year highs, while MPA, citing Zillow's September report, says the same rate pressure pushed newly pending home sales down from a year ago and nudged more would-be buyers toward renting.
For pricing, 7.52% on a $400,000 loan is about $2,802 a month in principal and interest, against about $2,547 at the 90-day low of 6.57%. The effective fed funds rate sits at 3.88%. The next scheduled catalysts: weekly jobless claims and Freddie Mac's rate survey on October 8, CPI in the October 10 to 15 window, and the Fed's October 27 to 28 meeting, which does not carry a dot plot.
